NCC 2019 Public Comment Draft
The NCC 2019 Public Comment Draft proposed a number of changes which aim to deliver a contemporary code without compromising minimum standards for building and plumbing standard systems.
Changes include:
- New quantified performance metrics and Verification Methods;
- Improved fire safety measures;
- Removing the ability to use bonded laminated material where a non-combustible material is required;
- Increased levels of energy efficiency for commercial buildings;
- Revised Acceptable Construction Practices (ACPs) in NCC Volume Two;
- New Acceptable Plumbing Practices (APPs) in NCC Volume Three; and
- Improved readability including standardised Governing Requirements across the NCC.

Consultation Regulation Impact Statements
Proposed significant changes to the NCC 2019 require additional assessment to determine the likely costs and benefits of their impact via Consultation Regulation Impact Statements.
These significant items are:
- Accessible adult change facilities in public buildings
- Requirement for adult change facilities in new Class 6 Shopping Centres and new Class 9b buildings.
- Fire safety in Class 2 and Class 3 residential buildings
- Installation of sprinkler systems in new multi-residential buildings above 3 storeys and not more than 25m in effective height
- Heating and cooling load limits for residential buildings;
- The introduction of separate heating and cooling load limits into the Nationwide House Energy Rating Scheme
- Energy efficiency in commercial buildings
- Stringent changes to the energy efficiency provision of the NCC 2019 for commercial builders
