In simple terms:
> A building permit relates to the construction of a building and is issued by a building surveyor who ensures buildings are safe, accessible, energy efficient and compliant with the BCA.
> A planning permit relates to the appropriateness of the building and its location or use and is issued by the relevant council.
Planning permits may not always be required, however if it is, a building permit can not be issued without the relevant planning permit in place. A building permit is required at all times.
